Senior party official Mallikarjun Kharge responded that he did not want to be compared to Shashi Tharoor when asked about his proposal to “decentralise authority” in the Congress. For the position of next Congress president, Kharge and Tharoor are competing.

Tharoor is free to move forward with his manifesto, he continued, but his goal is to put the decisions made in the Udaipur statement into action. Three areas—public insight, election administration, and national training—are highlighted in the declaration that the party endorsed in May.

On October 7, Shashi Tharoor unveiled his 10-point platform for the Congress presidential election. “My message is revive the party, re-energise it, empower workers, decentralise authority and be in touch with the people. This, I believe, will make Congress politically fit to take on Prime Minister Narendra Modi and his BJP in the 2024 general election” Tharoor told reporters.

The 10 points outlined in the manifesto include decentralising power, strengthening the party at the booth level, using general secretaries for nation-building initiatives while using them as state in-charges, and trusting state presidents by giving them a free hand in decision-making while also limiting their terms of office.
